This new grant program is the result of a $1.7 million trust established through Panhandle State Bank/Intermountain Community Bank (PSB/ICB). The donor, who wished to remain anonymous, worked with the bank's Trust & Investment Services department to establish the trust, which will provide multi-year funding for human service organizations and organizations that provide shelter and care for animals in Eastern Washington and North Idaho.
INWCF is pleased to be a partner with PSB/ICB to ensure that the trust funds are granted in a manner that is in keeping with the donor's intent, and will meet the greatest needs of the community. The anticipated grant awards will be between $10,000 and $50,000 per organization per year. Awards may be renewed annually for up to five years based on the organization's ability to demonstrate successful grant outcomes. The preliminary application for this program will be available May 3 - June 15, 2010.
Eligibility
Applicant organizations must meet the following criteria:
- Have been in legal existence for the past five years as a tax-exempt public charity under section 501(c)(3) of the Internal Revenue Code and provide a clear charitable purpose.
- Have primary area of service in one or more of the following counties: In Idaho -- Benewah, Bonner, Boundary, Kootenai and Shoshone. In Washington -- Pend Oreille, Spokane, Stevens and Whitman.
- Are organized and operated so that there is no discrimination on the basis of race, gender, religion, sexual orientation, age, national origin or disability.
- Do not have any delinquent reports for previous grants awarded through any INWCF grant programs.
Guidelines and Application
The Community Focus Trust Grant Program will fund organizations and programs that fit one of the two categories described below:

Category I
Animal Care and Shelter
|
To qualify in this category, organizations will be required to demonstrate that they:
- Adhere to a policy of non-euthanasia, under which animals are not euthanized as an alternative to adoption
- Have a vigorous adoption and placement program
- Disclose the number of animals sheltered and the number placed for adoption with successful adoption rates
- Provide adequate and responsible veterinary care
- Have a vigorous spay and neuter program

Category II
Human Services
|
To qualify in this category, organizations must have a mission that addresses one of the following areas:
- Providing programs that address the basic needs and well-being of single parents or displaced children with financial needs
- Providing support for education or educational opportunities for deserving children and young adults that demonstrate material financial needs or financial impediments to education or vocational training
- Providing economic support or training for worthy families with children who are victims of violent crimes or severe economic challenges for basic human needs due to the recession or economic challenges

Grants may be used for:
- General operating support for existing programs/activities
- Start-up funding for new programs
- Program expansion support
- Acquisition of property or equipment necessary to implement or further develop programs
This grant program does not provide support for:
- Organizations that promote guns, gun use or gun collecting
- Organizations that promote trophy hunting of animals
- Organizations whose primary purpose is to support or rehabilitate individuals who have been convicted of a crime or have exhibited unproductive social behavior as perceived by the general populous, such as drug or alcohol abuse, abuse of people or animals, civil rights violations or discrimination.
- Endowments
- Individuals
- Debt retirement
- Underwriting fundraising events or efforts
- Research for specific diseases, health conditions or remedies
- Direct political campaigns or causes or direct support of lobbying expenses. However, advocacy efforts within the allowed limitation established by the IRS for public charities may be considered.
Application
Application to the Community Focus Trust Grant Program is made through a two-stage online application process. The first-stage application will be available beginning May 3 by clicking the link to the appropriate application below. First-stage applications are due on June 15 at 5:00 p.m. Organizations that successfully pass the first stage will be invited to submit a second-stage application that will be due on September 14. Funds will be awarded to successful applicants in late October.
